Cognizance of offences :- (1) No Court below the rank of a Magistrate of the Second Class shall take cognizance of an offence under this Act. (2) No Court shall take cognizance of any offence under this Act except on a complaint in writing of an officer, empowered by rules made in this behalf. 17
