- S. 1Short title, extent and commencement :– (1) This Act may be called the Orissa Home Guards Act, 1961
- S. 2Section 2 establishes the Home Guards, appoints a Commandant-General, and district Commandants for security duties.
- S. 3Section 3 allows the Commandant to appoint Home Guard members and officers, subject to approval and state government determination.
- S. 4Section 4 authorizes the Commandant and District Magistrate to call upon Home Guards for training or law and order duties.

- S. 10Rules :– (1) The State Government may make rules for carrying out the purposes of this Act
- S. 11Section 11 deems members of the Home Guards public servants under the Indian Penal Code.
- S. 12Section 12 allows Home Guards members to contest elections for the Orissa Legislative Assembly or local bodies without disqualification.
