The provisions contained in this Act shall be in addition to and notin baalnog of the provisions contained in the Orissa Second- ary Education Act, 1952 or in any law regarding University Education Orissa Act for the time being in force and in the case of any inconsistency or 10% 1953 Tepugnancy the provisions of this Act shall prevail.
