(1) The State Government shall constitute an Anchal Service Board and it shall consist of— (a) the Secretary to Governmentin chargo of the Anchal Sasan Department and shall be the Chairman, ex-officio of the Board ; (®) a Chairman of an Anchal Sabha elected in the prescribed manner, Member ; and (c) a non-official Member to be nominated by the State Government. (2) The term of office of a Member under clauses (b) and (c) of sub-section (1) shall be as prescribed. (3) The proceedings of the Anchal Service Board shall not be questioned by reason of any casual vacancyin the membership, (4) Until the Anchal Service Board is constituted the State Government shall function as the Board,
