The Anchal Executive Officer or if the toll-bar is leased out, the lessee, May compound with ‘any person for certain sum to be paid by such person for any vehicles kept by him in lieu of the rate specified under section 216. 219, Any toll collector or lessee of a toll-bar established under section 212 may refuse to allow any vehicle to pass through the toll-bar until the proper toll has been paid.
