(1) The State Government may provide that the transfers in lerms of sectiohs 23 t,a,,~e,~ aad 24 shall be provisional for a pcriod of twelvc months form the effective date and reserve thc right to allcr, vary, modiry, add or otherwise change the terms in such manner as the State Government may consider appropriate.
