(1) There shall be established in the State of Odisha a non-affiliating unitary University by the name of the Odia University. (2) The territorial limits of the University shall extend to the entire State of Odisha. (3) The headquarters of the University shall be at Bhubaneswar. (4) The University shall be a body corporate by the aforesaid name having perpetual succession and a common seal with powers, subject to the provisions of this Act to acquire, hold and dispose of property, both movable and immovable, and to contract, and shall, by the said name, sue and be sued.
