Delegation and devolution of function by Chairperson :– The Chairperson may by in order in writing, delegate any of his powers and functions to the Vice- Chairperson 1[* * *] and may withdraw or modify any of such powers and functions at any time by an order similarly made: Provided that he shall not delegate any of the powers and functions which the municipality expressly forbids him to delegate: Provided further that nothing done by the Vice-Chairperson 1[* * *] with express or implied consent of the Chairperson, shall be invalid for want of such an order. 2[91. Delegation of Chairperson’s functions in favour of individual Councillors :– During the vacancy of the office of Vice-Chairperson or incapacity or temporary absence of Vice-Chairperson, the Chairperson may, by an order in writing, delegate any of his functions to any Councilor of the Municipality till the Vice- Chairperson resumes office or a new Vice-Chairperson is elected, as the case may be: Provided that– (a) every order made under this section shall be communicated to the Municipality at the next meeting; (b) no delegation under this section shall be made for any period exceeding, in the aggregate, ninety days in any year without the special sanction of the Municipality.]
