Casual Vacancies :– If a Councillor 3[,elected or nominated] ceases to be a Councillor of a municipality by reason of his death, resignation, removal or otherwise the vacancy so caused shall be filled by 1[election or nomination, as the case may be] of another Councillor in the manner prescribed.
