Procedure before Magistrate :– No Magistrate, other than a Magistrate of the first class, shall take cognizance of any offence punishable under Sections 28, 30, 31, 32, 33 and 34 nor shall any Magistrate take cognizance of such– (a) except on the complaint of a person whose name is on the electoral roll;
