No enclosed place or building to be used for public resort without licence :– Any enclosed place, building or tent, situated within the municipality and covering an area of five hundred square feet or upwards, shall not be used by any person or party for the purpose of public resort or entertainment, the admission whereto is regulated by payment of money, unless a licence has been previously obtained in the manner hereinafter provided.
