Decision of disputes as to whether places are markets :– If any question arises whether any place, where persons assemble for the sale or purchase of articles of food or clothing of livestock or poultry or cotton, groundnut or other industrial crops or of any other raw or manufactured products is a market or not, the municipality concerned shall make a reference to the State Government and the decision of the State Government on the question shall be final.
