Liability in the absence of owner :– Whenever the owner of any carriage, cart, horse or other animal liable to pay the said tax is not resident within the limits of the municipality to which the tax is due, the person in whose immediate possession the carriage, cart, horse or other animal is for the time being kept, shall take out a licence for the same.
