A person shall be disqualified for being elected ~~~1~~ orwminatedasamemberoftheCounci~,ifhe- wng~Iectad or nominated (a) has been sentenced by any court for any non- as a maher. badable offence, such sentence not having been subsequently reversed ot qkshed ; (b) i s an undiscbar~ed ii~solvent ; or (c) is not a citi-ren of India either residing or carrying on his profession or employed in tlie State or Orissa : Provided t h ~ t the disqualification under clause (a) may be removed by the State Govern- ment by an order made in that bekialf.
