Every person who possesses any of the r e r e d to in qualifications referred to in the Schedule shall, the. enbtlcd Sch"dde-s~bject to to the provisions hereinafter contained, bcrcgistered and on payment of such fees as may be prescribed in this beW by regulation, be entitled to have his name entered in the register : Provided that the Council may refuse to permit the registration of the name of any person - (a) who has been sentend by any wurt ifor any non-baiIable ogence, such sentence not having ken subsequently - rcveffad or' quashed ; or (b) whom the Council,. af& due enquiry, at wh.ich an opportunity has been given to him to 'be heard either in person or through an agent and which may, in the discretion of the President, be held in camera, has found guilty, by a majority of two-thirds of the members present and voting at the meeting' of any in- famous -conduct in his profession i . - ~iovjded that the djsquficatiod under clause (a) may be removed by the State Government by an order niade in tha! . behalf-
