With the previous approval of the State Government, the Board may direct that such of the powers vested in and duties imposed upon it under this Act, as may be specified in such direction, may also be exercised and performed by the Chief Executive Officer appointed under section 19 subject to such conditions and restrictions as may be specified in such direction: Provided that the Chief Executive Officer shall exercise suchpowers and perform such duties as specified in the direction subject to the supervision and control of the Board.
