(1) No regulation made by the Board under this Act shall have effect until the same has been published in the Official Gazette. (2) Any regulation made under this Act, may provide that a breach thereof shall, on conviction, be punishable with fine which may extend to two thousand rupees and where the breach is a continuing one, with further fine which may extend to five hundred rupees for every day during which such breach continues.
