(1) Subject to the provisions contained in sub-sections (2) and (3), the Board shall hold meetings at such times and 16 places and shall follow such procedure in regard to issue of notice of meeting, transaction of business at the meetings, maintenance of record of meetings, quorum for the meeting, and the re-convening of a meeting in the absence of quorum, and other related matters, as may be prescribed in the rules. (2) The Chairperson, and in his absence, the person appointed as Chairperson under section 9, shall preside over the meetings. (3)All questions at a meeting shall be decided by a majority of the votes of those members present and eligible to vote and, in the event of a tie, the Chairperson at the meeting shall have a second or casting vote. Committees of the Board. 11.(1) The Board may, from time to time, constitute from amongst its members one or more committees, each consisting of such number of members as the Board may consider necessary, for the purpose of discharging such of its duties and functions as may be delegated by it to such Committee or Committees. (2) A Committee, constituted under sub-section (1) shall meet at such time and at such place and shall follow such procedure in regard to the transaction of business at its meetings including the quorum as may be prescribed by regulations.
