Sanction of budget.- (1) The State Government may sanction the budget submitted to them with such modifications as they deem proper. (2) The Board shall be competent to re-appropriate such amounts as may be necessary from one scheme to another and within sub-head and minor heads subject to the condition that the cost of any scheme as originally sanctioned shall not exceed by more than 25 per cent.
