Staff and their conditions of service.- (1) The Secretary of the Board specified in Section 4 shall be responsible for executing the orders of the Board and the President. (2) There shall not be paid out of the Fund of the Board constituted under Section 23 any special pay or allowance to the Secretary and he shall continue to be under the administrative control of the State Government.
