(1) The Board of Governors may propose to amend or repeal rules and the proposal shall be submitted to the State Government for approval and the State Government may, within two months from the date of receipt of the proposal, give its approval with or without modification. (2) Where the State Government fails to take decision with respect to approval of the proposal within the period specified in sub-section (1), it shall be deemed to have been approved by the State Government.
