(1) The first Statutes shall be made by the Board of Governors and shall be submitted to the State Government for its approval, which may, within six months from the date of receipt of Statutes, give its approval with or without modifications. (2) Where the State Government fails to take any decision with respect to the approval of the Statutes within the period specified in sub-section (1), it shall be deemed to have been approved by the State Government.
