Power to remove obstructions :– (1) The Collector, or any Irrigation Officer authorised by the State Government in this behalf, may, after such publication, issue an order to the person causing or having control over any such obstruction to remove or modify it within a time fixed in the order. (2) If, within the time so fixed, such person does not comply with the order, the Collector or the said Irrigation Officer may remove or modify the obstruction and the expenses incurred in such removal of modification shall be recoverable from the person concerned as arrears of land revenue: Provided that the Collector or the Irrigation Officer authorised by the State Government may, in cases of emergency, remove the obstruction before publication and the expenses incurred shall be recoverable in the same manner.
