Power to summon and examine witnesses :– Any officer empowered under this Act to conduct any enquiry, may exercise all such powers connected with the summoning and examining the witnesses and the production of documents as are conferred on a Civil Court by the Code of Civil Procedure, 1908 (5 of 1908) and every such enquiry shall be deemed to be a judicial proceeding .
