Power to enter and survey, etc. :– (1) Any Irrigation Officer, or any person acting under the general or special order in writing of an Irrigation Officer, may- (a) enter upon and lands adjacent to any irrigation work or water- course, or through which any irrigation work or water-course is to be made, and under take surveys or levels thereon;
