(1) Any person aggrieved by an order o f ~ p ~ t a l the Controller may within thirty days from the date on which the order is communicated to him, present an appeal in writing to I** '[the Chief Judicial Magis- trate ] or any other officer specially appointed by the State Government for the purpose. - , - (2) The authority before whom an appeal is presented shall send for the record of the case from the Controller and, after perusing such record, hearing the parties and after making such further enquiries, as he thinks fit, shall decide the appeal.
