~otwithstapding a f l m contained in the Eduation Service Rules or in any ludgemmt, decree or order of any Court,-- (a) all appomtmeots made to the Service during the period between the 14th September, I972 and the 2lst September, 1977 by way of promotion by selection from the members of the Lower Subordinate Edutration Service shall. for. all intents and purposes, be deemed to have been validly made; (b) the principles followed and the procedure adopted! in ,making such appointment shall, for all intents and purposes, be deemed to be forming part of this Act and to have been' in force during the aforesaid period, and no such appointment shaU be liable to be challenged in any Court of Law merely on the ground that the appointment was made othenvise than in accordance with the Education Service Rules.
