Application of Property and Grama Fund :– (1) All property vested in the Grama Sasan under this Act, all funds received by it in accordance with the provisions thereof and all sums accruing to it under the provisions of any law for the time being in force shall, subject to the provisions of this Act and the rules made thereunder, be applied for the purposes of this Act within the limits of the Grama. (2) Notwithstanding anything in Sub-Section (1) it shall be lawful for the Grama Panchayat with the prior approval of the Collector and subject to the rules made in that behalf– (a) to make contribution towards expenditure incurred by any other local authority or out of any Public fund for measures affect- ing education, health, safety or convenience of the Public cal- culated to benefit the residents of the Grama; or (b) to create scholarship tenable outside the limits of the Grama; or (c) to make any other kind of contributions for any other purpose within or outside the limits of the Grama calculated to be in furtherance of the cultural and economic development of the residents of the Grama.
