Water hyacinth :– The Grama Panchayat may, and when re- quired by the residents of the local area, shall undertake discovery, removal and destruction of water hyacinth, prickly pear or any other agricultural pests on any land, premises or water as well as construction of fences and barriers to check its movement and may recover its cost from the residents 47 of the locality concerned unless the local residents arrange for free labour for the purpose.
