Power to make bye-laws – (1) Subject to such rules as may be made the Grama Panchayat may with the approval of the State Govern- ment make bye-laws for carrying out any of the purposes for which it is constituted. (2) The State Government shall have power to make rules regarding the procedure for making of bye-laws, the publication thereof and the date on which they shall come into effect.
