Grant of exclusive privilage of manufacture and sale of foreign liquor, India made foreign liquor and country liquor or other intoxicants etc.:– (1) The State Government may grant to any person on such conditions and for such period as it may think fit, the exclusive privilege– (i) of manufacturing, or of supplying by wholesale, or of both;or (ii) of selling by wholesale or by retail; or (iii) of manufacturing or of supplying by wholesale, or of both, and of selling by retail, any liquor or other intoxicant within any specified local area : Provided that public notice shall be given of the intention to grant any such exclusive privilege under the preceding sub-section and that any objections made by any person residing within that area shall be considered before an exclusive privilege is granted. (2) The State Government may, by notification, confer on any officer the power mentioned in Sub-section (1). (3) No grantee of any privilege under Sub-section (1) shall exercise the same unless or until he has received a licence in that behalf from the Collector or the Excise Commissioner.
