Establishment of distilleries, breweries or warehouses :– (1) No distillery, brewery or warehouse as aforesaid shall be established except by or under the authority of the Excise Commissioner. (2) The Excise Commissioner may, with the previous sanction of the State Government– (a) establish, or authorize the establishment of distilleries or breweries, in which liquor may be manufactured on such conditions as the Government may impose under a licence granted under Section 11; (b) discontinue any such distillery or brewery; (c) establish, or authorize the establishment of warehouses, wherein any intoxicant may be deposited and kept without payment of duty; and (d) discontinue any such warehouse.
