The State Government may, by notification, delegate their poikrs under all br any of the pro- visions of this Act except clause (a) of sub-section (I) of section 3, sectioil5, section I1 and section 14 to be exercised by any officer or authoi-ity as the State Government may deem fit : Provided that in exercise of sucIi powers the officer or authority concerned shall remain subject to the control of the State Goveclirne~~t and to such directions as they may issue from time to time in that behalf.
