(3) With_in fifteen days from the date of publication of the declaration under Sub-section (~) the Authority shall publish a notice in the manner prescrib_ed by r~les ~n the Gazette a~d at least in one local newspaper inviting informations in the form pre~crrbed by rules, to be furnished within two months from the date of pubilcallon of such notice In respect of any title or interests any pers_on may have, in the lands or buildings covered by the intended town planning scheme. , (4) A copy of the plan despatched to the State Government under Sub-section (1) shall be open to inspection by the public at the time and place to be specified in the notice.
