Collector to act if there are none.- If no manager of the property or guardian of the person of a ward is appointed by the Court, or the office is temporarily vacant, the Collector specified in the notification under Section 21, or any other Collector whom the Court may appoint in this behalf, shall be competent, under the control of the Court, to do anything that might be done by such manager or guardian.
