Report by a Collector.- Whenever any Collector, after making such enquiry as he deems necessary, has reason to believe that any proprietor in his district is or should be declared to be disqualified under Section 10, he shall submit a report to the Court setting forth all the circumstances of the case : Provided that nothing in-this section shall be construed as affecting the power of the Court or the State Government to call for a report on any case if deemed necessary.
