(I) The Stalc Gover~lruent may make rules for carrying out all or aily of the p-rlrpos:s of this Act. (2) In particular and without prejudice to thc geuerali!~ of the foregoing poivers, hey may make rules in respect of all matters expressly required or aIlowed by this Act to be prescribed. (3) All rules made under this section shall, as soon as may be after they are made, be laid before the Slate LegisIature for a total period of fourteen days which may be comprised in one or Inore sessions and if during the said period, the State Legislature makes modifications, if any, therein, the rules shall thereafter have effect only in such modified form ; so, however, that such modifications shall be without prejudice t o the validity of anything previously done under thc rules.. ~ c t IO ovcr-
