(2) NotwitManding anything contained in this Act or in any law for the time being in force, it shall be lawful for the Assistant Consolidatj0tl Officer, while preparin~ the Provisional ConsoIidation Scheme, to allot to a land-owner after determining jb ~aluation, any land belonging to the State Govern- ment and any land used for public purposes: provided that where any land is used for public purpose, it shall be allotted only after the Assistant Consolidation Oficer has decIared in writing that it is proposed to transfer the rights of thc village community as well as of all individuals in or over that land to any other land specified in ---- ----
