(1) On and from the date of commencement of this Act, the provisions of the Orissa University of Agriculture and Technology Act, 1965 and the Orissa Universities Act, 1989 shall cease to apply to and in respect of the colleges, institutions or Departments disaffiliated from other Universities and affiliated to the University under the provisions of sections 37 and 39. (2) Such cessation shall not affect- (a) the previous operation of the said Acts, or (b) any penalty, forfeiture or punishment, incurred in respect of any offence committed under the said Acts, or (c) any investigation, legal proceeding or remedy in respect of such penalty, forfeiture or punishment, and any such investigation, legal proceeding or remedy may be instituted, continued or enforced and any such penalty, forfeiture or punishment may be imposed as if this Act had not been passed.
