(1) The Government may, at any time, and shalI, on' the expiry of five years from the commencement of this Act and thereafter at the expiration of every five ycars, by an order published in the Gazette, constitute a Qommission which shall consist c.f a Chairman and sucb other members not exceeding h e as thc Goverment may appoint* and such orde~ sball deiine the procedure to be followed by the Commission. .F (2) The Commission coa~tituted under sub-section (1)-shall j oquire into, and make a report on- ( i ) the working of tbe University with special reference to quality ' and .relevance of courses of studies and Instruclions; (ii) the financial position of the- University; (iii) 'the suitability of the piovision8 of this Act or the statutes, Regulations and Rules ' with a view to bringing about improvements in the affairs of the University; and (iv) such other matters as may be referred to It by the Government and make such recommendations to the Government as it thinks fit. (3) On receipt of the report and the recommendations of the Commission under sub-section (2). - the Government shall forthwith refer such report and - recommendatians to the' board for consideration and report.
