(1) Notwithstanding anything containcd in this Act, or any rl tller law, but subject to the provisions of sub-scction (21, where the control and manage-- ment of any constituent college, institution or Department has been transferred to the University under seclion 37, the Ulliversity shall employ ell teachers and other emploYees of the respective constituent ctllleges or instituti~ns m Depart- ments of the other Universities concerned, who, immediately before such transfer or More the date specified under sub-scction (I) of section 37, were .serving in or altached to those colleges or institutions or Deparrmenls, as the case may be, on such foreign service ierms and conditions, as may be determined by other Universities concerned: provided that no deputation or other 'allowane shall be payable to any such employets.
