( I ) The ViciChancellor shall be the principal academic and exequtive dmim ofVicc officer of the University and all other offimrs of the University shall be subject to general supervision and control of thz Vice-Chancellor. (2) The Vice-Chancellor shall be the chairman of the ~ o a r d and the - Academic Council and shall be entitled to be present at, and to. address, any meeting of any authority of ,the University, but shall not be entitIed to vote thereat unless .he is a membcr of the authority concerned. (3) It shaIl be the duty of the Vice-Chancellor . to ensure that the provisions of this Act, the Statutes, Regulations and RuIes are observed and he shall have all the powers as necessary for this purpose. (4) The Vice-Chancellor shal I have the right of visiting- and inspecting institutions maintained by, or aGliated to, the University. (5) If the Vice-Chancellor is of the opinion that ,any order ot dicision which is required to be p,assed or mads by any authority of the University is n~essity to be passed or made immed~ately and it is not practicable to convene a meeting of the said authority for that purpose, he may pass such order or. take -such .decision as he deems proper and place the matter before the said authority at its next meeting, for ratification, and where the authority differs from the Vice-chancellor, the matter shall be referred to the Chancellar whose decision thereon shall be final. (6) Subject to the provisions of this Act: and the Statutes, the vice- Chancellor shall have the power;- (a) to make appointment ' to poi& below - the rink of' Assistant Registrar and of non-teaching employees or t o such posts as may be prescribed and specify their duties ; (b) to suspeqd, dismiss or otherwise punish any employee of the University below the rank of Assistam Regislrar including non- teaching employees ; and (c) to take disciplinary action against. students of the University : .
