Power to make rules:- (1) The State Government may by notification, make rules to carry out the purpose of this Act. (2) In particular and without prejudice to the generality of the foregoing provision, such rules may- (a) prescribe the educational authority, reffered to in section 2; (b) prescribe the powers of the Orissa Board of Basic Education constituted under seetion 3; (c) determine generally what shall be considered to be adeqate provision for basic and primary education under section 4;
