Notwithstanding anytiing cuntaincd in the Municipal Act or in the Balugaon Obssa t m o r o h , Notified Arm Council (Exteusion of Term of Office and Validation ) Act, 198g,-, 1988, dld€iflon md come qucacer. (a) the term of office of thc Councillors of the 33dugaon Notilicd Area Council in the district of Puri, who wcre in ofice as on the 14th September 1988, shall bc deemed to have been extended till the 8th May 1990; (b) d actions take& thing done or ordcrs passed by the said Notiiicd Area Council and its Chairman during tb period from the 15th September 198s to thc 8th &lay 1990 (loth days inclusive) ullder the belief or purported beUef that thc tcrm of offim of tllc Councillors thercof \vas validly cxtcndcd shnll, for all jutcots nod purposcs, bc dcclncd to have been validly takcn, donc or passcd, as thc casc may be, and no such action, thing or ordcr shll bc d e d in qucstion in any Court or law or otherwise opcn to clidcngc mcreIy on tho groulld thnt the term of onim of such Councillors was not validly extcndcd ; (e) thc eleclioa for roconstilutio~ of the said NotiGcd Area Council shall be heId in nmrdauce wlth the provisions of thc Municipal Act and the rules made thereunder on such date, not being later than the 31st December 1990, as the Statc Government may, by notification, direct; and (d) the Couucil so rt~onstituted sbtrll, for all iutcnts and purposcs, be d~ymcd to have becu constituted under, and be governed by, the provisions or tbc Municipal Act. -- - - I.
