Penalty for keeping or grazing infective animal in an enclosed land.- Whoever keeps or grazes, in or on any forest, open field, roadside, or other unenclosed land Jo which other persons have a right of access for their animals, any animal which he knows to be infective, shall be punishable with fine which may extend in the case of a first conviction to one hundred rupees and in the case of a second or subsequent conviction to five hundred rupees.
