Compensation for animals destroyed.- Compensation may be paid to the owner of an animal destroyed under Section 17 and such compensation shall be determined in accordance with rules to be prescribed in this behalf ; Provided that- (i) no compensation shall be paid to any person convicted of any offence punishable under this Act committed in respect of such animal; (ii) no compensation shall be paid in respect of any animal which, when it was brought into the [State] of Orissa, was affected with the disease on account of which it was destroyed.
