For the purpose of any inquiry held under inqunir. clause (b) of sub-section ( I ) of section 32, the Coun- appeals. cil or the Committee, as the case may be, shall exer- cise the powers of a Commissioner appointed under the Public Servants (Iuquiries) Act, 1850, and the provisions of sections 5, 8 to 10, 14 to 16, 19 and 20 of the said Act shall, so far as may be, apply to every such inquiry and appeal.
