Act of Committee not to be invalidated by vacancy, defect, etc. - No act done or proceeding taken under this Act or the Rules made thereunder by the Committee shall be invalidated merely by reason of- (a) any vacancy or defect in the constitution of the Committee, or (b) any defect or irregularity in the nomination of any person as a member thereof; or (c) any defect or irregularity in such act or proceeding not affecting the merits of the case.
