All appointments of the staff of every Institute shall be made in accordance with the procedure laid down in the Statutes, by-- (a) the Board, if the appointment is of the academic staff in the post of Assistant Professor or above or if the appointment is of the non-academic staff in any post which is above level 7 in the pay matrix; and (b) the Director, in any other case.
