No act or proceeding of the Board of the Committee shall be invalid merely by reason of-- (a) the existence of any vacancy in, or any defect in the constitution of, the Board or the Committee; or (b) any irregularity in the procedure of the Board or of the Committee not affecting the merits of the case.
